What kind of problem is the project trying to solve?

SkenarioLabs analyses real estate data. Based on the analysis, it is possible to determine the repair needs of properties owned by local authorities and the urgency of the repairs. The operating model is also used to estimate the needs to save energy.

The operating model determines the actual condition of the properties and the technical risk related to it, i.e. the repair backlog. This repair backlog data can then be compared to the local authority's plans and budgets.

SkenarioLabs produces a detailed action plan for the local authority to follow to decrease its repair backlog.

Objective: Properties would be serviced in an economically viable order.

The aim is to find out how this service, originally developed in the private sector, can be used by local authorities and what would be the costs.

What is done in this project?

The project provides local authorities with a priority order of the properties requiring repairs and an estimate for the future repair needs in different properties. The analysis helps to assess risk properties.

The condition of the buildings is recognised and artificial intelligence is used to create a detailed action plan for examining the indoor air, energy efficiency and technical risks of the properties and the cost of the repairs, thus enabling local authorities to assess what kind of work should be undertaken.

The objective of SkenarioLabs is to develop this analysis into a national programme.

At the very least, local authorities will receive objective information on their properties and on the impact of planned measures. After SkenarioLabs's analysis, the city's own real estate data will be accurate and up-to-date.

Who benefits?

The starting point of the Renovation Renaissance project is the observation that local authorities have too little information to support the decisions they make about repairs. Decisions are often made on the basis of what is seemingly urgent and a just-discovered moisture and mould damage problem in a school may be repaired first, although larger damages could be prevented by concentrating on something else.

The project provides expertise for the use of decision-makers and public servants in local authorities. SkenarioLabs's data analytics was originally planned for property owners, boards and financial institutions dealing with property management in the private sector.

Implementing actors

Seven cities participate in the first stage: Vantaa, Porvoo, Kangasala, Lappeenranta, Tampere, Pori and Hämeenlinna. In this experimental stage, the only thing the local authorities need to submit is the data material on their properties.

The analysis is carried out by SkenarioLabs in cooperation with its project partners Motiva and Vahanen.
