Bill of quantity pilot for building services

The purpose of the project is to pilot technical bills of quantities for construction projects. Technical bills of quantities have been available for use in construction projects for two decades, but they have not been put to practice. Information modelling is already utilised in almost all construction projects, but bills of quantities are still not used systematically.

Last year, buildingSMART prepared quantity survey instructions which can be used to create bills of quantities. If building services engineers, developers and contractors were to adopt bills of quantities in their work, up to EUR 50 million could be saved through changes in operating processes. Currently, contractors calculate the quantities for each project themselves, but with technical bills of quantities, the quantity costs could be transferred from the engineers to the contractors at an accuracy exceeding 95%. The process of surveying quantity costs, which takes up to 80% of the time spent on tendering, could be bypassed by using bills of quantities.

The goal of the experimental project is to test the practical use of the bills of quantities, meaning that the engineers will provide the constructors with bills of quantities calculated based on designs. This reduces the amount of unnecessary surveying during the construction phase.
